- Licensing is not a single federal process. Four regulators license within their own jurisdictions — the Ministry of Health and Prevention, the Department of Health Abu Dhabi, the Dubai Health Authority and the Sharjah Health Authority — and each assesses applicants inside its geographical area. They work to a shared Professional Qualification Requirement, now in its third version, covering educational standards, experience and licensure criteria.

The thing to settle first is which regulator you are dealing with, because it follows from where the job is, not from where you are. A licence issued by one does not by itself let you practise in another emirate.
The shared Professional Qualification Requirement is the document that actually decides whether a qualification and an experience record are acceptable. The specific physician requirements inside it have not been read off the document yet, so this page stays unverified.
